The editorial board of the journal “Management Issues” accepts for publication articles written on topical topics in the following areas: sociology, economics, and political science.
The editorial board reserves the right to publish articles in other areas of science, in addition to those listed: for example, on history, psychology, problems of higher education. But in terms of content, all articles must necessarily be related to management topics: management of political, social, economic processes; legal regulation of various spheres of the life of society and the state; social and humanitarian development; actual problems of modern Russia and the international community.
Articles are accepted continuously throughout the year.
The author submits the article in electronic form to the e-mail of the editorial office management-ui@ranepa.ru. Other options for submitting articles are not provided. Manuscripts are accepted in Russian, English, German and French. By agreement with the editors, it is possible to submit manuscripts in other languages. An article is accepted for consideration only on condition that it meets the Requirements posted on the website of the Journal “Management Issues”.
The article is registered by the technical secretary in the registration journal, indicating the date of receipt; titles; surname, name and patronymic of the author (or authors); place of work of the author(s). The specified information is also entered into the database. The author has the right to request an electronic certificate of receipt of the article by the editorial board. Acceptance of an article for consideration does not guarantee its publication. Authors have the right to withdraw the article at any stage of its consideration.

The publication of scientific articles in the journal “Management Issues” presupposes mandatory reviewing of the manuscripts submitted by the authors. All manuscripts submitted to the editorial office for publication are subject to peer review. Manuscripts are reviewed in 2 stages:
Reviewing is organized by the editorial board. The editor-in-chief sends the article for review to two reviewers who are specialists in a particular field corresponding to the subject of the manuscript. The reviewer can be either a member of the editorial board or an external expert. Evaluation of articles is carried out according to the principle of “double blind” peer review. The reviewer must consider the scientific article within 30 days from the date of receipt and send to the editorial office (by e-mail or otherwise) a reasoned opinion for scientific publication. As a result of peer review, one of four decision options is made:
After receiving the reviews at the next meeting of the editorial board, the issue of the articles received is considered and a final decision is made based on the assessment of the review on the publication or refusal to publish the articles.
On the basis of the decision taken, a letter is sent to the authors by e-mail on behalf of the editorial board. The letter gives an overall assessment of the article. If the article can be published after revision, taking into account the comments - recommendations for revision are given, if the article is not accepted for publication - the reasons for such a decision are indicated.
If the article is recommended for publication after revision, the author is given a 14-day period to eliminate the comments. An article sent by the author to the editor after the elimination of comments is considered in the general order. A note is made in the registration journal about the date of receipt of the new edition of the article.
The editorial board has the right not to accept the author’s material for publication in the following cases:
If the article is not recommended for publication and the author does not agree with the editor’s decision, he has the right to submit an application to the editorial office of the journal with a request to re-review by another expert (in this case, the article is transferred to the print plan for the next issue of the journal). The author can use this right only once.
The originals of the reviews are subject to storage in the editorial office of the journal for 5 years. The editorial office undertakes to send copies of the reviews to the Ministry of Science and Higher Education of the Russian Federation upon receipt of the corresponding request to the editorial office of the publication.
To conduct editorial review, authors may be requested to provide intermediate (raw) data relevant to the manuscript. Authors should be prepared to make such information freely available in accordance with ALPSP-STM Statementon Data and Databases where feasible. In any case, authors should be prepared to retain such data for a reasonable time after publication.
- The 1st stage is an express assessment of the manuscript for compliance with the requirements for materials sent for publication in the journal “Management Issues” and for the presence of borrowings from open sources (verification is performed using the Antiplagiat-VUZ system). An express assessment of the manuscript is carried out by the technical secretary of the scientific journal within five working days after the manuscript is received by the editorial office.
- The 2nd stage – is a reviewing.

Procedure for publishing and distributing materials
Articles in a scientific journal are published in the order of priority recommended by the editorial board. Authors are not charged for publication of an article in the journal. After the approval of the article, an author’s agreement is concluded with the author. Further, the text of the article goes to the technical editor for proofreading and layout. At the final proofreading stage, the technical editor may request additional clarifying information from the author.
Within a month after signing the issue for printing, each author will be sent a pdf version of the journal by e-mail free of charge. Author Fees
Publication in the journal is completely free at all stages of manuscript consideration. The journal also do not charge fees for editorial and publishing services.
Appeals and Complaints
The editorial board of the Management Issues Journal is attentive to complaints about the behavior of editors and reviewers, which may relate to issues such as violations of confidentiality, undisclosed conflicts of interest, and misuse of confidential information obtained during the review process. Authors may also disagree with decisions regarding the expression of doubts on certain articles or complain about violations of editorial processes.
All complaints can be sent by email to management-ui@ranepa.ru, they will be considered in the general manner. The complaint review process does not take more than 7 days. The person who filed the complaint receives information about the decision, as well as the measures that will be taken and the time frame for their implementation.
