Publisher’s responsibilities
The journal «Management Issues» provides non-commercial (free) open access to the content of manuscripts (articles, notes, reviews, etc.), based on the perceived need for free open access to scientific research and discoveries in order to expand the exchange of knowledge in the all-Russian and international scientific space.

The organization of scientific review is carried out on the basis of a unified approach to publications in accordance with the rules posted in the section Rules for sending, reviewing and publishing materials.

The editorial policy of the journal is based on the traditional ethical principles of Russian scientific periodicals, supports the Code of Ethics for Scientific Publications, formulated by the Committee on the Ethics of Scientific Publications (Russia, Moscow) and is built taking into account the ethical standards of the work of editors and publishers enshrined in the Code of Conduct and Best Practice Guidelines for Journal Editors and in the Code of Conduct for Journal Publishers, developed by the Committee on Publication Ethics.

The Publisher should support «Management Issues» Editors in the review of complaints raised concerning ethical issues and help communications with other journals and/or publishers where this is useful to the Editors.
Responsibilities of the Editorial Board
The editorial board of the journal undertakes to carefully select and supervise the scientific materials submitted to the editorial board. In this regard, the Editor-in-Chief, members of the editorial board and the staff of the journal «Management Issues» are personally and independently responsible for making a decision on publication. The credibility, evidence of the work in question and its scientific significance for the scientific community should always underlie the decision to publish. The editorial board is responsible for defamation, copyright, legality and plagiarism, provided for by the current legislation of the Russian Federation.

Reviewers, members of the editorial board and editorial board commit themselves to evaluate the scientific significance and intellectual content of manuscripts submitted by Authors, regardless of race, gender, sexual orientation, religious beliefs, origin, citizenship or political preferences of the Authors.

The Editors should take reasonably responsive measures when ethical complaints have been presented concerning a submitted manuscript or published paper, in conjunction with the Publisher (or society). Such measures will generally include contacting the Author of the manuscript or paper and giving due consideration of the respective complaint or claims made but may also include further communications to the relevant institutions and research bodies.

Unpublished data obtained from submitted manuscripts, members of the editorial board, editorial board and reviewers are prohibited from using in personal research without the written consent of the Author (principle of mandatory notification). Information or ideas obtained during the review and associated with possible benefits must be kept confidential and cannot be used by the specified persons for personal gain. The duty to comply with this rule lies with the Editor-in-Chief of the journal.
Responsibilities of reviewers
Reviewers, members of the editorial board and editorial board should recuse themselves from considering manuscripts in the event of conflicts of interest due to competitive, joint and other interactions and relationships with authors.

The peer review system adopted in the journal helps the members of the editorial board and editorial board to decide on publication (refusal to publish) and, through appropriate interaction with the Authors, can also help the Author to improve the quality of the submitted manuscript (with the consent of the Author).

Any selected Reviewer who believes that the submitted publication does not correspond to his specialization, or does not have enough time to carry out the timely review provided for by the rules of the journal, must notify the editorial board of the journal and ask to be excluded from the review process of the corresponding manuscript.

Any manuscript received for review should be treated as a confidential document. This work cannot be opened and discussed with anyone who does not have the authority to do so from the editorial board.

The reviewer is obliged to give an objective assessment. Personal criticism on non-scientific issues, such as values, beliefs, disagreement with personal opinions, etc., is unacceptable for the Author. Reviewers should clearly and reasonably express their opinions based on generally recognized scientific principles.
Authors’ responsibilities
The authors of the manuscripts submitted to the Editorial Board must provide reliable results of the work done, as well as an objective discussion of the significance of the research, based on generally accepted scientific principles and methods of scientific research. The data underlying the work must be presented accurately and verified by the author, including a bibliographic description of sources. The work should contain enough details and bibliographic references for possible reproduction, data clarification, verification capabilities. False or knowingly wrong statements are perceived as unethical behavior and are deliberately unacceptable. In case of violation of copyright laws, the Author is solely responsible for them in accordance with the current legislation of the Russian Federation.

Despite the Editors’ check of the submitted materials for borrowing, the Authors must also independently make sure that they have presented a completely original work and, in the case of using works or statements of other authors, must provide appropriate bibliographic references or excerpts. The editorial board notes that plagiarism in all forms is unethical and unacceptable for further publication.

The editorial board of the journal «Management Issues» emphasizes that the Author should not submit a previously published article for consideration to another journal. Otherwise, the Editorial Board undertakes to publish an indication that the article has been retracted.

All Authors are obliged to disclose in their manuscripts (with an indication in a special section of the abstract) financial or other existing conflicts of interest that may be perceived and considered by the Editorial Board as influencing the results or conclusions presented in the work.

Authors have the right to request information related to the manuscript review process by personal appeal or by appeal through the communication channels officially posted on the journal’s page. In the absence of the possibility of resolving controversial issues and / or conflicts, the Author and the Editorial Board have the right to apply for clarifications and protection of their rights to the authorities that have the rights and powers to do so.
Retraction Policy
In situations related to the withdrawal of articles, the editorial board and the publisher of the «Management Issues» are guided by the recommendations of the COPE Retraction Guidelines and Rule of Retraction of an article from publication of the AIRP Council of Ethics.

Articles published in the “Management Issues” journal may be subject to retraction (withdrawal from the press). The retraction is carried out in order to notify readers about the publication of unreliable information and to withdraw such publications from scientific circulation.

Retraction is used in cases where an already published article: 1) violates the publication ethics of the journal; 2) contains plagiarism or self-plagiarism; 3) is a duplicate publication; 4) contains serious errors or falsified data that question the reliability of scientific results; 5) republished without the consent of the author (authors); 6) includes materials whose content contradicts the legislation of the Russian Federation.

The refutation is carried out regardless of whether the actions of the authors that led to the publication of false information were intentional or the result of misconception.

Retraction can be made at the request of the authors, by the decision of the editorial board or at the official request of various bodies (other journals, scientific organizations, etc.), the appeal of third parties (with evidence of violations of scientific ethics by the author of the article published in the journal).

Retraction is carried out after a thorough check of the circumstances that led to the publication of inaccurate information. The decision is made by a specially created commission, taking into account all available facts and the possibilities of checking the publication for compliance with the requirements.

The editorial board notifies the author (authors) of the violation of publication ethics and launches the retraction procedure. The author(s) are allowed to express their consent or disagreement with the Editorial Board. In cases where the fact of violation of publication ethics (plagiarism, self-plagiarism, falsification of data, violation of legislation, etc.) has been confirmed, the Editorial Board has the right to carry out a retraction procedure without the consent of the author (authors).

On the basis of the verification of the circumstances that led to the retraction, the editorial board has the right to independently decide on further cooperation with the author (authors) of the withdrawn articles (complete refusal of cooperation, refusal of cooperation for a certain period, appointment of additional examination of the articles in case of repeated cooperation).

The article that has been retractioned is not deleted from the electronic version and remains on the journal’s website as part of the PDF version of the corresponding issue. At the same time, the metadata of the article is marked “Retracted” and the date of the retraction. An identical mark is placed in the table of contents of the corresponding issue of the journal and the databases in which the journal is indexed.
