Review

Every author deserves to receive enough attention for himself and his work. Therefore, we use a multi-stage system for reviewing submitted materials.

Initial assessment. 

The submitted manuscripts are subject to an initial assessment by the editor-in-chief (for compliance with the mission and objectives of the journal, the relevance of the topic under study) and a technical specialist (for compliance with the structure and design of the article with the requirements of the journal, an anti-plagiarism check is carried out). If the manuscripts are deemed suitable for further review, they will be submitted by independent, anonymous peer reviewers. The period of initial review of the manuscript is 10-14 days from the moment of registration of the material.

When submitting an article for review, the author may indicate a list of individuals with whom they have or may have a conflict of interest, whether due to competition or collaboration. The editors will consider this information when selecting reviewers. 

The review stage.

All manuscripts accepted to the second stage of review undergo a double-blind peer review process (the reviewer does not receive information about the authors of the manuscript, the authors of the manuscript do not receive information about the reviewers). All articles submitted to the editorial board are reviewed by at least two independent expert reviewers who are qualified specialists in the subject matter of the materials being reviewed and who have published on the topic of the article within the last three years. If the opinions of the two reviewers differ significantly, a third expert is invited to evaluate the article.

When selecting a reviewer, the editor is guided by their qualifications to conduct a high-level review and the absence of professional ties between the author and the reviewer. The decision to select a particular reviewer to review an article is made by the editor-in-chief, deputy editor-in-chief, or scientific editor.

The review period in each individual case is determined by the editor-in-chief, taking into account the creation of conditions for the fastest possible publication of the article and usually ranges from 30 to 60 days.

The editorial board of the journal sends the authors of the submitted materials copies of the reviews or a reasoned refusal.

The review addresses the following questions:

  1. a) whether the article's content corresponds to the topic stated in the title;
  2. b) to what extent does the article correspond to current advances in scientific thought, and the novelty of the research;
  3. c) whether the article is accessible to its intended readers in terms of language, style, layout, and clarity of tables, diagrams, figures, and formulas;
  4. d) whether publication of the article is appropriate, taking into account previously published literature on the topic;
  5. e) what are the specific strengths and weaknesses of the article, and what corrections and additions should be made by the author;
  6. e) whether the article is recommended (taking into account corrections of the deficiencies noted by the reviewer) or not recommended for publication in the journal.

 

Revision of the article.

If the review contains recommendations for correcting and refining the article, the editorial board of the journal sends the text of the review to the author with a proposal to take them into account when preparing a new version of the article or to reasonably (partially or completely) refute them.

Based on the results of the review, the author should finalize the article in accordance with the comments of the reviewers within 30 days. It is recommended to highlight corrections in color in the text. The author may also submit a cover letter specifying the responses to the reviewer's comments. If the editorial board does not receive the corrected text of the article within the prescribed time, the material is sent to the archive.

The article, revised by the author, is re-submitted for review.

 

Making decisions about publication.

The final decision on whether an article can be published is made by the editor-in-chief of the journal, guided by the opinions of reviewers and members of the editorial board.

The editorial board decides on the acceptance of the article for publication in accordance with the order and subject of the issue. At the request of the author, the editorial board can provide a certificate of acceptance of the article for publication.

The decision to reject a manuscript for publication is made at a meeting of the editorial board in accordance with the reviewers' recommendations. An article not recommended for publication will not be accepted for re-review. Original reviews are kept by the journal's editorial staff for five years and are available to the Higher Attestation Commission (HAC) of the Ministry of Education and Science of Russia upon request.
