Актуальность исследования обусловлена тем, что интенсификация диалога России с государствами Центральной Азии (включая Казахстан, Киргизию, Таджикистан, Туркмению, Узбекистан) в двустороннем и многостороннем формате, как в области политики, экономики, так и в гуманитарной сфере, является геополитическим приоритетом России на постсоветском пространстве. Установлено, что несмотря на осознание значимости обеспечения защиты интеллектуальной собственности как средства сохранения и накопления духовного богатства стран в рамках гуманитарного сотрудничества России и государств Центральной Азии, а также большого количества связей научных, образовательных учреждений и проектов сторон, потенциал сотрудничества сторон в данной области, как в двустороннем, так и многостороннем формате, не является достаточно раскрытым.
Цель: определить инструменты, позволяющие совершенствовать механизм защиты интеллектуальной собственности на основе соглашений России и государств Центральной Азии.
Методы: количественный, качественный анализ, структурно-функциональный анализ, case-study, компаративистика. Применение метода структурно-функционального анализа позволило установить корреляцию между положениями двусторонних соглашений России и государств Центральной Азии. Case-study применен для определения путей развития сотрудничества сторон в сфере защиты интеллектуальной собственности. Сравнительное исследование двусторонних соглашений и положений стратегических документов России и государств Центральной Азии в сфере защиты интеллектуальной собственности необходимо для выявления степени налаженности диалога сторон в исследуемой сфере.
Результаты. Установлено, что дискуссионным является вопрос об эффективности использования многостороннего формата гуманитарного сотрудничества сторон в области защиты интеллектуальной собственности, при котором Россия будет выступать одной из сторон, а все государства Центральной Азии - в качестве другой стороны. Тем не менее, уровень развития диалога сторон в гуманитарной и иных сферах, основанный на глубоких исторических корнях, позволяет прийти к выводу о целесообразности внедрения подобного формата гуманитарного сотрудничества, однако, после того как будут заключены двусторонние соглашения России и государств Центральной Азии в области защиты интеллектуальной собственности, учитывающие специфику каждого из центрально-азиатских государств и специфику их двусторонних отношений с Россией в гуманитарной сфере.
