ОБЪЯСНЕНИЕ СУБНАЦИОНАЛЬНОГО БИКАМЕРАЛИЗМА В РОССИИ (НА ПРИМЕРЕ СВЕРДЛОВСКОЙ ОБЛАСТИ

Тема бикамерализма является одним из основных направлений изучения в рамках исследования законодательной власти в силу распространения в мире двухпалатных национальных парламентов. Несмотря на наличие на субнациональном уровне бикамерализма в отдельных государствах, политические ученые мало внимания уделяют изучению этой темы. Как можно объяснить создание региональных двухпалатных ассамблей? Настоящая статья посвящена поиску ответа на этот вопрос. Постсоветская Россия с ее девятью субъектами, где были учреждены вторые палаты законодательных собраний, представляет собой своего рода естественную лабораторию для анализа причин создания субнационального бикамерализма.
Для достижения поставленной цели в качестве метода исследования автор выбрал метод анализа соответствия как часть кейсcтади. Анализ соответствия предполагает выполнение нескольких шагов: 1) рассмотрение нескольких теорий, объясняющих создание политических институтов; 2) от- бор случая для изучения; 3) проверку объяснительной силы теоретических подходов.
Концептуальной основой исследования стал неоинституционализм и его основные направления – теория рационального выбора, социологический институционализм (диффузная теория в частности) и социологический институционализм. Регионом с двухпалатной легислатурой, который стал объектом исследования, выступила Свердловская область. В статье рассматривается зарождение идеи бикамерализма и учреждение второй палаты в регионе.
В результате проведенного исследования автор пришел к выводу, что теория рационального выбора имеет недостаточную силу в объяснении субнационального бикамерализма. Показано, что со- здание двухпалатной региональной легислатуры есть результат последствий общенациональных исторических процессов и обстоятельств. Идея создания второй палаты была взята из конституционных проектов 1992-1993 гг. и/или зарубежного опыта организации государственной власти.
