Введение. Статья исследует результаты развития международной образовательной миграции в контексте интернационализации высшего образования в России на примере Уральского федерального университета. Актуальность исследования обусловлена растущими масштабами международной образовательной миграции и её значимостью для социально-экономического и культурного развития стран, вовлечённых в этот процесс. Материалы и методы. Исследование основано на нормативных документах, регулирующих интернационализацию высшего образования в РФ, статистических данных Минобрнауки России, внутренних документах УрФУ, а также информации и результатах социологического опроса с участием российских и иностранных студентов УрФУ. Использовались качественный анализ документов, сравнительный анализ и опрос студентов. Результаты. Результаты показывают, что Россия накопила значительный опыт интернационализации высшего образования, используя его как форму «мягкой силы» для продвижения своих интересов. Авторы выделяют характеристики современной международной образовательной миграции и участие России в ней. На основе социологического опроса выявлены мотивы студентов, проблемы адаптации и их планы на будущее. Обсуждение. Авторы наметили перспективные направления миграционной образовательной политики. Их реализация на уровне государства и университетов может способствовать развитию интернационализации высшего образования и повышению эффективности этого процесса. Перспективным направлением исследований может быть сегментация международных образовательных потоков по странам происхождения и детальный анализ мотивации и адаптации студентов.
Introduction. The article examines the results of the development study of the international educational migration in the context of the internationalization of higher education in Russia using the example of Ural Federal University. The relevance of the research problems is due to the growing scale of international educational migration and its significance for the socio-economic and cultural development of the countries involved in this process. Materials and methods. The research was based on regulatory documents governing the internationalization of higher education in the Russian Federation, statistical data from the Ministry of Science and Higher Education of the Russian Federation, internal UrFU documents, as well as information and the results of a sociological survey with participation of Russian and international UrFU students. The study used a qualitative analysis of regulatory documents, information on the university website and social media posts, a comparative analysis, and students’ survey. Results. The results demonstrate that Russia has accumulated significant experience in the internationalization of higher education, which it uses as a form of “soft power” to advance its interests internationally. The authors outline characteristics of contemporary international educational migration and Russia’s participation in it. Based on the sociological survey, the motives of students participating in international educational migration, the challenges they face, and their plans for the future have been identified. Discussion. The authors have outlined the promising areas of migration education policy. Their implementation at the Russian government and individual university levels could contribute to the implementation of plans for the development of higher education internationalization and improve the effectiveness of this process. A promising direction for research could be the segmentation of international educational flows by the countries of origin and a detailed analysis of their motivation and adaptation.
