Editorial Ethics

  1. The Journal "Management Issues " provides non-commercial (free) open access to the contents of manuscripts (articles, notes, reviews, etc.), based on the conscious need for free open access to scientific research and discoveries in order to increase knowledge sharing in the All-Russian and international scientific world.
  2. The organization of scientific review is carried out on the basis of a unified approach to authors in accordance with the rules placed in the "Review" section on the main page of the Journal.
  3. The editorial policy of the journal is based on the traditional ethical principles of the Russian scientific periodicals, supports the Code of Ethics for Scientific Publications, formulated by the Ethics Committee of Scientific Publications (Russia, Moscow) and is built on the ethical norms of the editors and publishers enshrined in the Code of Conduct for Journal Editors and the Code of Conduct for Journal Publishers, developed by Committee on Publication Ethics.
  4. The editorial office of the journal undertakes obligations on careful selection and supervision of scientific materials submitted to the editorial office. In this regard, the Chief Editor, the members of the editorial staff and the editorial board of the journal " Management Issues " are personally and independently responsible for the decision to publish. The reliability, the evidence of the publication and its scientific significance for the scientific community should always be the basis for the decision to publish. The editorial office is responsible for libel, copyright, legality and plagiarism, as provided for by the current legislation of the Russian Federation.
  5. Reviewers, members of the editorial staff and the editorial board undertake to assess the scientific significance and intellectual content of the manuscripts received from the Authors, regardless of race, gender, sexual orientation, religious beliefs, origin, citizenship or political preferences of the Authors.
  6. For the purposes of confidentiality, the members of the editorial staff and the editorial board of the journal, as well as reviewers involved in the examination of manuscripts, commit themselves without the need to not disclose information on the accepted manuscript to all persons, except for Authors, Reviewers, possible Reviewers, other scientific advisers and The publisher.
  7. Unpublished data obtained from submitted manuscripts, members of the editorial staff, editorial board and reviewers are prohibited from being used in personal research without the written consent of the Author (the principle of mandatory notification). Information or ideas received during review and related to possible benefits should be kept confidential and can not be used by these individuals for personal gain. The duty to execute this rule lies with the Chief Editor of the journal.
  8. Reviewers, members of the editorial staff and the editorial board should withdraw from consideration of manuscripts in case of conflicts of interest due to competitive, joint and other interactions and relations with the Authors.
  9. The Institute of Review, adopted in the journal, helps the members of the editorial staff and the editorial board to decide on publication (refusal to publish) and through appropriate interaction with the Authors also can help the Author to improve the quality of the submitted manuscript (by the author's consent).
  10. Any selected reviewer who does not have enough qualifications to review the manuscript or who does not have enough time to do the work quickly provided for in the journal review procedure must notify the editor office and ask to exclude him from the process of reviewing the corresponding manuscript.
  11. Any manuscript received for review should be considered a confidential document. This work can not be opened and discussed with any persons who do not have the authority of the editorial office.
  12. The reviewer must give an objective assessment. Personal criticism of non-scientific issues, such as: values, beliefs, disagreement with personal opinions of the author etc.,  are unacceptable. Reviewers should clearly and reasonably express their opinion, relying on universally recognized scientific principles.
  13. The authors of the manuscripts submitted to the Editor office  should provide reliable results of the work done, as well as an objective discussion of the significance of the study, based on generally accepted scientific principles and methods of scientific research. The data underlying the work must be unmistakably and verified by the author, including a bibliographic description of the sources. The work should contain enough details and bibliographic references for possible reproduction, data clarification, verification capability. False or knowingly erroneous statements are perceived as unethical behavior and knowingly unacceptable. In case of violation of copyright law, the Author bears responsibility for them solely in accordance with the current legislation of the Russian Federation.
  14. Despite the Editorial office review of the submitted materials for borrowing, the Authors should also independently verify that they have submitted a completely original work and, in the case of using the works or statements of other Authors, should provide relevant bibliographic references or extracts. The editorial office notes that plagiarism in all its forms is unethical and unacceptable for further publication.
  15. The editorial office of the journal "Management Issues" emphasizes that the Author should not submit a previously published article to another journal. Otherwise, the Editorial office undertakes to publish an indication that the article is excluded from the content of the journal and then removed from the official journal site and citation (indexing) bases.
  16. All Authors are obliged to disclose financial or other existing conflicts of interest in their manuscripts (indicating in a special section of the annotation) that can be perceived and reviewed by the Editorial Board as having affected the results or conclusions presented in the work.

  18. Authors have the right to request information related to the publication of manuscripts submitted for consideration, through personal circulation or circulation through channels of communication officially placed on the page of the journal. In the absence of the possibility of resolving disputed issues and / or conflicts, the Author and the Editorial office have the right to seek clarification and protection of their rights in the authorities having the rights and powers.
